Report: Google Tracking Android Users, Even if Location Services Shut Off

Google has been sharing the location of the nearest, cell phone tower of users of Android phones--even if a user has turned off location services, and even if a user does not have a SIM card installed--according to a report published on Tuesday. The report says the tracking has been happening since the beginning of 2017, and says Google claims the information was being used for "push notifications and messages". The report, From Quartz Media, says Google says it intends to discontinue the practice.
